Developer gains commercial zoning on west side parcels

Mason Harvey, representing Pahrump Lands LLC, successfully appealed for commercial zoning on lots on the west side of Pahrump, as the Nye County Commission wrapped up rezoning the remaining 1,250 parcels left unresolved in a comprehensive rezoning map Tuesday.

Harvey said his company owns 70 acres on the corner of Basin Avenue and Blagg Road. Harvey said his company envisions perhaps a big box retail store, a Target discount store, a Kohl's supermarket, or family restaurants on the site.

"With the opening of the hospital, we're working with the group that began that and watched it come to fruition, recognizing the need for a variety of uses," Harvey said. "What we're trying to do on this 70 acres is develop it as one large commercial development."

But Harvey said he's been a little puzzled why the property, which had been masterplanned mixed use in a 2004 study, ended up with a recommendation for a village residential zone after a recent review by the Pahrump Regional Planning Commission.

Nye County Commissioner Butch Borasky said there had been a condominium project originally proposed on the other corner of Basin and Blagg. Then there were plans for a senior assisted living center, he said.

"The biggest shock to you," said Commissioner Joni Eastley, "is if we approve your requested zoning, you are going to be reappraised."

That, she suggested, would likely involve higher taxes in a commercial zone.

Nye County Planning Director Jack Lohman said the highest up-zoning allowed under a mixed use designation in the master plan would be neighborhood commercial, which Harvey agreed to accept.

For property at 721 S. Margaret St., Harvey said there are already businesses offering estate auctions, an armory, an auto repair business and a warehouse distribution area.

Neighbor Karl Censke supported Harvey's request. He said with the commercial uses that have sprung up, there shouldn't be more residences on Margaret Street.

The RPC recommended a VR-20 zone.

Borasky admitted, "If someone wants to build a residence in the middle of a bunch of businesses, then all the businesses have to move. This is getting a little crazy."

Borasky made the motion to rezone Harvey's lots on Margaret Street to commercial manufacturing.

Finally, there were two five-acre parcels at the corner of Wilson Avenue and Big Five Road. Harvey called that location "just a natural for development."

Commissioner Lorinda Wichman made a motion to rezone that property to neighborhood commercial as the comprehensive rezoning task force had recommended, not the VR-20 recommended by the RPC.
