Minnick given RPC appointment; Schinhofen seeking District 5 seat

Marvin Minnick, chairman of the Pahrump Public Lands Advisory Board and a member of the Pahrump Tourism Board, was named to the Pahrump Regional Planning Commission Tuesday. Minnick is a senior print production manager for R&R Partners, a large Nevada advertising agency. It was an easy choice for commissioners to name a replacement for Dan Schinhofen, who decided not to seek reappointment: Minnick was the only applicant. Schinhofen wrote he didn't want to submit his name for consideration for reappointment as he plans to run for District 5 county commissioner in the November 2010 elections, a position he sought in 2006, finishing second running as a non-partisan candidate. "I find that I cannot in all good conscience and honesty ask to be appointed again for a four-year term as I plan to run for elected office," Schinhofen wrote in a May 18 letter to county commissioners. "I do not think it fair to hold this seat and not be able to fill out the full term," he said. The RPC is a seven-member board that meets monthly to recommend action on planning and zoning matters to the county commission. In his questionnaire, Minick wrote he wants greater consistency in Pahrump zoning and believes code compliance is critical to public safety and must be enforced. Pahrump has plenty of space to accommodate residential, rural, commercial, industrial and special uses, he said. Minnick cites his sound decision making, solid judgement, a tremendous desire to learn and do research before making decisions. Minnick and Schinhofen both applied for appointment by the governor to the unexpired term left by Nye County District 5 Commissioner Peter Liakopoulos, who resigned effective last Dec. 31 after bribery charges were filed against him. The governor selected Fely Quitevis to finish Liakopoulos' term, which ends in January 2011. "I can assure you that I will not be seeking any elected office before the year 2012," Minnick wrote. He also plans to resign from the tourism and public lands boards within 30 days after his appointment to the RPC. Minnick wrote, "As a 30-year resident of Nevada I bring a strong sense of integrity and accountability to my role in government combined with a vision for the economic and tourism potential that exists in the rural areas of the state." Minnick said in his role with the public lands board he has worked with government agencies like the National Parks Service and U.S. Bureau of Land Management. Recently he presided over an open house on a proposed Last Chance State Park, a project that was later tabled because Pahrump can't afford to pay for the desert tortoise mitigation. "My leadership, business acumen and analytical skills have had a tremendous impact on the states' rural lands and tourism marketing. My influence as chairman of the Nevada Silver Trails has saved many thousands of dollars by negotiating better advertising rates and asking for demonstrable return on investment from vendors," Minnick wrote. The merger of the Nevada Silver Trails organization and the Pioneer Territory Board of the Nevada Commission on Tourism saved more than $30,000 of taxpayers' money, Minnick said. Minnick said he worked with a group including Pahrump Town Manager Bill Kohbarger and Finance Director Michael Sullivan to ensure grant applicants organizing events provide a concrete reporting of their economic impacts. "I am highly skilled at tracking and maintaining an efficient workflow while staying within a client's budget which makes me an invaluable member of R&R partners," Minnick wrote. Minnick said he oversees production of award-winning creative work that has been recognized by national publications like The New York Times, USA Today, Adweek Magazine and Brandweek Magazine. Minnick wrote he manages and approves million-dollar budgets, print production schedules and specifications, customer quotes and purchase orders for clients like Harrah's Entertainment, Southern Nevada Water Authority, NV Energy, Mandalay Resort Group, Boyd Gaming, Sunrise Hospital, the Las Vegas Convention and Visitors Authority, Valley Auto Mall and Busch Gardens. |
