Waiver from parking code allows assisted living center

Developer Curt Moen expects to break ground on a 71-bed, assisted-living facility by the end of July right behind his Pahrump Early Learning Academy at 1560 S. Java Ave., after receiving a waiver on parking requirements from the Pahrump Regional Planning Commission Wednesday.

The facility is expected to create 30 jobs. It will be a two-story, 50,000-square-foot building, Moen said.

The Pahrump Early Learning Academy, which is licensed for up to 150 pre-schoolers, opened March 2.

Under Nye County code, Moen would have been required to provide 119 parking spaces. He said Clark County mandates only 22 parking spaces.

As a compromise, Moen proposed providing 34 parking spaces, a suggestion that was endorsed by the planning department.

The wide discrepancy between Clark and Nye County regulations left RPC member Dan Schinhofen to suggest the county code could well be revised.

RPC Chairman Mark Kimball said the RPC and county commission just passed revisions to the county code on parking after extensive discussions.

"We just passed the parking requirements very recently, and already we have a waiver to the new parking requirements that theoretically have been very carefully thought out," Kimball said.

Nye County Planning Director Jack Lohman said planners used regulations from various areas, like Clark and Washoe counties, in drafting the revised parking code.

Schinhofen said Moen began work on his plans without a parking code in place.

"I thought he did good faith by trying to design this instead of waiting for what we wanted to do," Schinhofen said.

Visitors to the assisted-living facility can also use the parking lot at the pre-school on weekends, Moen said. The parking lot will serve as a buffer between the pre-schoolers and the seniors, he said.

Moen will submit construction blueprints for approval by Pahrump Building and Safety. He said there's a lot of interest in assisted-living facilities in Pahrump.

Moen is planning a much larger facility with 240 beds on Zolin Avenue off Homestead Road. Those plans include possibly building a new senior center at that location.
