Location of benches set

BEATTY -- How long they will take to install is another question, but the locations for Beatty's eight park benches and trash receptacles have been chosen. With audience participation, the Beatty Town Advisory Board made the decisions at its Feb. 11 meeting.

Bert Bertram had produced photographs of possible locations with the benches and receptacles added by computer, so the board and audience were able to see what they would look like in each location.

They will be placed adjacent to eight of the new street lights, but the cement footings to which they will be anchored will have to be poured. Hoping to secure volunteer labor for the project, the board voted to spend up to $1500 for materials.

The board seems to have finally settled the issue of procedures for accepting and signing vouchers. They agreed to follow a procedure already set up by the board in 2007, requiring two signatures from any organization submitting a voucher.

LaRene Younghans pointed out they had just accepted some from the fire department that did not have two signatures and asked they be returned to be properly done.

Documents from Economic Development Esmeralda and Nye regarding Beatty were up for review. Teresa Sullivan pointed out several things had changed, and town secretary Janet Rogers pointed out more. The board voted to have the two compile and submit the changes.

Budget analyst Susan Paprocki and Assistant County Manager Pam Webster went through the town's 2007-2008 budget and the first six months of the current budget. In general, the town's revenues have been exceeding expenditures, and it has had a surplus.

For example, Paprocki, using numbers still subject to final audit, said Beatty started the last fiscal year with 112 percent of its budget available, collected 102 percent of the expected revenue, spent only 62 percent of its budget, and finished the year with 144 percent of the budgeted amount.

The board postponed consideration of whether to withdraw from the Beatty open space planning process. The feeling of members of the planning committee has been to drop it and stick to the master plan format.

Samantha Brashears, from Beatty Health and Welfare, led a presentation concerning the temporary closure of the Beatty Clinic due to flooding. Liliam Shell, regional operations director for Nevada Health Centers, said the goal now is to have the clinic reopened by Feb. 23.

"We're doing the best we can and get you back up and running," said Brashears.
