RENO (AP) -- A judge awarded more than $4.2 million to a late Nevada rancher's estate after finding that the U.S. Forest Service engaged in an unconstitutional "taking" of water rights out of hostility to the rancher, a property rights activist.

$16 million Highway 160 job slashed
TONOPAH -- A $16 million allocation by the 2007 session of the Nevada Legislature intended for the widening of Highway 160 from the Red Rock turnoff to Mountain Springs has been placed off limits in the general fund due to the state budget deficit, NDOT Deputy Director Kent Cooper said.
