Rezoning task force finishing work

Members of the comprehensive rezoning task force went through almost all of the 1,251 parcels recommended for further study by Hogle Ireland consultants last June, but had to punt when it came to 30 unresolved cases. Those property owners were sent letters this week inquiring about their plans for the properties. If those land owners don't respond, Nye County Planning Director Jack Lohman said their property will be zoned residential. Hogle Ireland was already paid $715,188 to prepare Pahrump's first zoning map, which was approved last June 20. But they identified the 1,251 parcels which contained some unique problems, including many that were identified in a catch-all mixed use zone in the 2004 master plan, and others where zoning conflicted with the conditions, covenants and restrictions (or CC&Rs) spelled out in the Calvada project back in the 1970s. Task force members are close to preparing their final recommendations to the Pahrump Regional Planning Commission. Zoning task force members met almost monthly to examine problem areas, dividing up the valley into four quadrants. There are still some disgruntled residents, however, who showed up at the last task force meeting Jan. 10. Ron Murphy, owner of a construction company, wanted his gravel pit on East Mesquite Avenue zoned heavy industrial so he can build a shop there in the future. Leonard "Rod" Roderick said the airport-related commercial zone recommended around the Calvada Aeropark would limit developments to only aviation uses, not general commercial. Roderick was turned down by the county when he wanted to rezone 37 acres of Jenny Lane to commercial. Bill and Gail Angle, 2840 S. Mariposa Ave., submitted a petition with 52 signatures, objecting to the rezoning of their neighborhood around Mount Charleston Drive and Pahrump Valley Boulevard as multi-family. They want to remain single-family although the Calvada project envisioned their neighborhood as multi-family. "The county does not enforce CC&Rs. We're not in the business of doing that, but we have been advised we should not approve anything in violation of CC&Rs to create a problem," Lohman said. Bill Angle blasted the composition of the task force, which was appointed by Nye County Commissioner Peter Liakopoulos. The members include Carrick "Bat" Masterson, from Access Realty; Donna Lamm from Provenza Realty; Tim McCall from Terry Hand Realty; David Richards, from CivilWise Services, who represents developers in front of the planning commission, and Liakopoulos. "I feel like there's a conflict of interest with you guys and I will request another task force be set up which may bring people to review this process," Angle said. |
