RPC gives nod to 15-acre RV park

The Pahrump Regional Planning Commission on Wednesday approved a conditional use permit to allow the development of an almost 15-acre RV park on the corner of Highway 160 and Wheeler Pass Road.

A motion to approve the measure passed unanimously and came after zero discussion on the item.

The RV park will be built in conjunction with a 45,000-square-foot casino planned by the Wulfenstein family.

Along with the casino, developers plan to have two three-story hotels.

A conditional use permit for the hotel-casino part of the project was granted in February.

That item came at the tail end of a three-and-a-half hour meeting.

Earlier, the commission gave Charlene Pasqualetto and her husband, Randy, a conditional use permit to breed a rare feline hybrid, called Savannah cats, in a rural homestead zoning district.

The kennel will be at 5600 Leslie St.

Pasqualetto said she plans to have 15 to 19 cats and said she'll be lucky to successfully breed two litters per year.

Commissioner Dan Schinhofen, the only RPC member to vote against the proposal, noted that a number of nearby homeowners wrote the RPC with concerns.

He added the kennel "will be hazardous or disturbing to existing or future neighboring uses."

Chairman Mark Kimball disagreed.

"Frankly, if we can't put a conditional use permit on 10 acres in the country where there aren't any houses yet, I'm not sure we could do it anywhere," he said.

Commissioner Nevada Tolladay also supported the plan.

"I was initially concerned," he said. "But after looking at the aerial view, after doing a drive-by, I don't see the problem here."

The next item started with discussion on whether to change the zoning on a 1.9-acre plot from low-density residential to general commercial, but ended with an RPC member publicly venting his frustration with Public Works Director Samson Yao.

The commission was discussing the possibility of directing Yao's department to conduct a study on the future development possibilities of Wilson Road.

When Schinhofen asked for the Yao's opinion, the director, who left the meeting minutes earlier, was nowhere to be found.

"If he did go, I'd like the record to show he is not here," the commissioner said.

After the item was continued to the commission's next scheduled meeting on Sept. 10, Schinhofen again commented on Yao's absence.

"I would like the record to reflect that he is not here and we needed him," the commissioner said. "I am really displeased."
