Contractors board yanks license of Pahrump concrete company

American Custom Concrete Inc., a Pahrump company, was cited for violations by the Nevada State Contractors Board, after a hearing held Sept. 26.

The company executives, president Allen Albert Daffer and secretary/treasurer Toni Marie Daffer, were fined $3,700 and ordered to pay $1,657 in investigate costs and restitution. Their concrete license was revoked.

The company was cited for:

Substandard workmanship;

Failure to take appropriate corrective action;

Willful disregard of the building laws;

Failure to include the Residential Recovery Fund information on a contract or proposal;

Failure to include the monetary license limit and license number on a contract or proposal;

Failure to establish financial responsibility;

Failure to comply with a written citation within the time permitted for compliance.

A complaint filed with the state contractor's board charges American Custom Concrete Inc. entered into a contract with Silvia Lopez for the removal and replacement of 1,000 square feet of concrete at the Lopez resident at 1089 Webb Avenue in North Las Vegas for $9,000. Work began in December.

State contractor's board inspectors said the removal and replacement of the interior house slab was done without a North Las Vegas building permit and plans. The citation noted areas of concrete displayed uneven texture, depressions, waviness and/or slurry build-up.

American Custom Concrete was served a notice of the substandard workmanship by the contractor's board Feb. 9, but failed to correct the items. The company also reportedly failed to provide a current financial statement after a request from the state contractor's board March 20.

The state contractors board also announced the Residential Recovery Fund Committee awarded seven homeowners $75,501.59 from the fund Sept. 27.

The Residential Recovery Fund was established by the Nevada Legislature in 1999. It offers protection of Nevada owners of single-family residences who conduct business with licensed contractors who are awarded damages after an investigation by the contractor's board.
