Town board tackles admin duties

The Pahrump Town Board conducted a variety of administrative business at its last regularly scheduled meeting last Tuesday.

A resolution approving an inter-local agreement between the town and the county for the distribution of development benefits, other than impact fees, was also approved by the board.

The agreement has already been approved by the county, and now has to be approved by the state attorney general.

Towns, like people, need insurance, and the board unanimously approved the town's property/liability and pollution legal liability policies, held with Nevada Public Agency Insurance Pool.

The property and liability program premium is $105, 129.51, and the pollution legal liability policy premium costs $9,247.

David H. Gould addressed the board and explained to it that the prices reflected approximately an 8 percent increase due to property values, revenue, and payroll increases.

"That is actually pretty low when you consider property values have increased by almost 10 percent and payroll as well," Gould said.

In accordance with Pahrump's personnel policy manual, the board approved a resolution adopting a 3 percent cost of living adjustment increase for non-bargaining unit employees.

The increase was established by the Consumer Price Index from the Department of Labor for Western Urban areas for the 12 months through May of this year.

Merit increases are also required, but those were already approved by the board along with wage adjustments last April.

The increases are accounted for in the town budget.

The board also established a process for conducting the annual performance review for the town manager.

The board will fill out evaluation forms separately, a summary will be written up by Clerk Don Rust, and Chairman Laurayne Murray will provide them to the manager for his personnel records.

The board established a deadline for the evaluations to be completed by July 31.

Pahrump Valley Fire and Rescue Service Chief Scott Lewis, and Building and Grounds Manager Matt Luis both had employment agreements approved by the town.

The contracts are subject to renewal every five years upon evaluation by the board.
