Tuesday night's meeting, which originally showed some signs of being a little fiery, fizzled out when Chairman Richard Billman removed the controversial agenda items at the beginning of the meeting. The discussion and final decision regarding resolution 2006-22, which amended the town manager's employment agreement, drew the most comment during an otherwise quiet meeting when the 4 percent merit raise of $3,932.00 was debated amongst the board members. The resolution to increase Town Manager Richards' pay passed 4-1, with board member Laurayne Murray casting the lone dissenting vote. Several items were taken off the agenda, including the first reading of board member Mike Miraglia's proposed Pahrump Town Ordinance 54, regarding "English Language and Patriot Reaffirmation." This was omitted because of a clerical error. As proposed, this ordinance draft deals with the English language being set as the language of government of the town. It also deals with flying of flags, specifically the American flag, on residential and business properties. It also states that no person, employer, or business located in, or doing business in Pahrump shall hire an illegal alien or undocumented immigrant. This ordinance proposal sets fines of $500 dollars a day and the possibility of 30 days in jail or community service for violations. Also stripped from consideration was the first reading of Ordinance 58, which would establish a town law enforcement department. This proposed ordinance would allow for the appointment of a chief who would have administrative powers only to implement the establishment of a police force, if found to be feasible. Law enforcement for the town is provided by the Nye County Sheriff's Office and, to some extent, by the Nevada Highway Patrol. Last on the list to be cut was the agenda item concerning back pay issues for the Pahrump Valley Fire and Rescue Service. With those items chopped, highlights of this meeting included adopting "Heart of the New Old West" as the official town slogan. This resolution was placed on the agenda by Miraglia. Also, the first reading of Ordinance 55 regarding nuisance noise, again brought by Miraglia, and Ordinance 56 regarding hazardous structure abatement were read. This was an issue that was brought forward by Fire Chief Scott Lewis and deals with abandoned buildings. A grant of $5,000 was approved for the Pahrump Arts Council Film Festival, which runs at the same time as Fall Festival. The money will come from the state, not the Town's tourism room tax money. The town office's phone system will be replaced by Com/Tel Communications. They were the low bidder ($6,806.29) but are said to be the most reliable and have the most options of the three companies that bid. A request for proposal for a needs assessment for the Pahrump Valley Fire Rescue Service was approved, as was the disposition of sewer and water facilities appraisal services proposals. The companies selected were Wood-Rodgers, Willdan and Day Engineering. |
