PAHRUMP TOWN BOARD
BILLY TOLER Nevada Residency 11 Years Family/Background "My animals are my family." Education Completed many management classes while employed at UCLA. Political Experience None Affiliations Accomplishments Work history includes retail, security, cage and floor management at local casinos and banking, U.S. Army Reserves, UCLA Police Department, involved in planning major events, i.e., Olympics and presidential visits. Reason for running "I am runningto hopefullly make a difference in the quality of life for ALL Pahrump residents and animals." Platform, Slogan and Main Objective "The time for change is now" "The Town Board consists of five members. One member alone cannot make or change anything. I want to work with the other board members and try to persuade them to listen to the will of the people in Pahrump. I will listen to the voices of the people and will make my one vote speak for them. There are so many matters of concern to me it would be difficult to list each and every one in this small space. One issue I am strong on is working hard to bring more business to our valley. We cannot afford to keep paying the taxes with substantial yearly increases. Most of us are on limited income and our income does not go up, just our taxes. Business here would help in a multitude of ways. It will bring more jobs to our citizens, more incentive to pay more and give more benefits to attract the best in the workers' pool; they will pay more in taxes helping to keep our personal taxes down. "I will be a strong voice for the residents of the valley and the animals who live here. We are aftera all a rural town and most of us have animals. I will stand up and speak for them, as well. "I ask for your vote in November for the two year term on the Town Board." I believe Pahrump deserves bold new leadership. Our community is facing new challenges. These challenges need to be met with common sense solutions. With hard work, innovative ideas and the guidance of the people, we can continue to make Pahrump a great place to live." Reason for running To be able to increase activities for our children, bring more services to Pahrump, support our community, increase our public services to fit our needs, parks, Fire/Rescue, public works, senior services. Education Bachelor of Science in Business Administration (Accounting) Political Experience Currently volunteer at Pahrump Community Library, former member of Pahrump Valley Fire-Rescue Service Task Force, former Pahrump Hospital Board of Trustees. Affiliations Republican Accomplishments Authored two novels that were published. Worked for 30 years as a professional accountant and auditor. Reason for running "I see both crookedness and clownishness on the current town board. If the town is going to grow in a healthy manner, professional people must take control and be ready to serve." Platform, Slogan and Main Objective Town Administration -- 1) Financial information provided to the Board must be complete and timely; 2) Budgets must be an accurate financial plan for the period being budgeted. Town Expenditures -- 1) Consultants should only be used when the town's actual or potential workforce cannot handle the job. Employee Relations -- If the Town Board and Town Manager do their jobs properly and treat employees fairly, no personnel consultant will be required. The Future -- 1) Determining the amount of water available to the valley is the first step in planning for the future; 2) Capital Improvements Plan must be brought into compliance with state law; plans for streets and parks must be changed to eliminate the inequities to the northern part of town and the BOCC must be urged to pass the Impact Fee Ordinance in the manner prescribed by state law; 3) Consideration in support of a municipal airport once a complete plan is presented; 4) Support of a public transportation plan that is realistic and does not require town or county subsidies; 5) Address needs for a vehicular noise abatement ordinance; 6) Non support of any tax increase due to the irresponsibility of the BOCC in dealing with taxes and their unwillingness to comply with legal and taxpayer restrictions placed on spending of tax money. Valley Electric -- The Town Board should use its good offices with state officials to bring VEA under the scrutiny of the Public Utilities Commission if VEA continues to refuse to reform its procedures. Homeland Security -- The town should be prepared for widespread regional electric outages of long duration by arranging for standby electric generating capacity sufficient to avoid catastrophe. |
