A CLOSE LOOK AT THE MYRIAD SUBDIVSIONS IN THE VALLEY

The past couple of years have seen a number of new residential subdivisions come to Pahrump - some large, some small - with more in the works. The total number of new housing units planned for the area over the next few years comes to more than 10,500.

Using a statistical multiplier, that's approximately an additional 24,885 people added to Pahrump's mid-2005 estimated population of 33,000 - a 75 percent increase that will bring the Pahrump Valley's people count to the threshold of 60,000 within a few years.

When the new residents arrive here will depend on how fast the subdivisions are completed and how quickly people buy the new homes for sale. Make no mistake, however, they are coming.

The Nye County Planning Department processes the plans for the subdivisions prior to a lengthy review process before the Pahrump Regional Planning Commission. There, applications for construction are evaluated with a critical eye toward building location vis-à-vis the valley's master-planning land use and zoning designations.

All things considered, it's amazing so many have already come through the county and RPC funnel.

First, the subdivisions that have already recorded their final maps:

• Artesia at Hafen Ranch: With five phases, there will be 173 residential lots between Quarter Horse Avenue and Fox Avenue, south of Thousandaire Boulevard and north of Kellogg Road.

• Mountain Falls common-interest community development: With the first three areas completed, 464 residential lots out of a total of 3,200 planned lots have been completed in the area west of Hafen Ranch Road and north of Manse Road. William Lyon Homes is the developer.

• Cottage Grove subdivision: 144 residential lots have been planned for the corner of Basin Avenue and Blagg Road, the geographic center of the Pahrump Valley.

Subdivisions that have tentative maps approved by the planning department are:

• Mid Valley Enterprises: 780 residential lots have been approved for the Sunrise Development off Homestead Road, north of Sheri's Ranch brothel. It is owned by the same business interest, Pahrump Homestead Partners LLC.

• Concordia Homes of Nevada Inc. and DelMar Development LLC have received approval for their tentative map to construct the Pleasant Valley subdivision on the old sod farm grounds south of Thousandaire Boulevard on Homestead Road. With minimal 8,000-square-foot residential lots, 833 homes are planned. The developers plan to have a total of some 4,000 lots with houses on them by 2010 or 2011.

• Beazer Homes, developed by Tesora at Pahrump, plans 586 residential lots with minimal sizes of 8,000 square feet. The master-planned community is to be located between Homestead Road and Squaw Valley Road on Mickey Street. It is estimated that the subdivision will daily generate, on average, 5,289 automobile trips.

• William Goff Homes won approval for the Golden Valley subdivision consisting of 292 residential lots. The subdivision is to be located south of Manse Road and east of Golden Valley Avenue - generally south of the Mountain Falls subdivision complex.

• Pahrump 88 plans 252 residential lots south of Basin Avenue and just west of Dahlia Street.

• Celebrate Homes plans 405 residential lots at the corner of Blagg Road and Mesquite Avenue.

• The Pechstein Ranch has been proposed for 289 residential lots located between Leslie Street and Blagg Road, north of Irene Street and south of Mesquite Avenue.

Subdivisions with only tentative maps submitted to the county planning department include:

• Mountain Falls South: Located south of the main Mountain Falls development, i.e., south of Manse Road, where 5,160 residential lots are planned.

• Tivoli LLC plans 96 residential lots within the Mountain Falls Parkway.

• WF Development plans 99 residential lots within and next to Tivoli LLC's development in the Mountain Falls common-interest community development.

• St. Thomas Place is a planned unit development for 881 lots on 20 acres, located north of Nevada Route 372, west of Happy Lane and east of Woodchips Road. Condominiums, a hotel, a restaurant, a timeshare condo, casino, tennis courts and underground parking garages are planned.

• El Diablo Ltd. is a planned, gated community of 26 residential lots on 11 acres at the corner of Irene Street and Leslie Street. Minimum lot sizes are 12,000 square feet.

• The High Peaks subdivision will consist of 46 residential lots north of Irene Street on Warren Street in far western Pahrump.

• Nevada Products plans a 72-residential lot subdivision north of Simkins Road and east of Blagg Road.

• Gamebird Meadows is the most recent subdivision (not listed on the accompanying map) planned for the corner of Gamebird Road and Leslie Street in western Pahrump. Sam Woods and Built-well Homes is the developer of the 76-lot site.

That brings the total number of new "homes" (some are planned as condos) in the Pahrump Valley to 10,674 - just within the next few years, not counting future phases of the Mountain Falls development.

Editor's Note: The Pahrump Valley Times' population estimates are based on figures released quarterly by the Nye County Planning Department, which employs a formula benchmarked to the 2000 census. The newspaper counted 2.37 persons per household, the same as the Nye County Planning Department and United States Census Bureau.

Given the fact that property taxes and development impact fees are insufficient to pay for government services - police, fire, roads, parks and other infrastructure - the burden on an already overwhelmed town and county government will only grow heavier. Unless the Pahrump community is able to attract the industry and jobs to stimulate the local economy, the infrastructure will continue to lag farther and farther behind that which is needed to handle the growth.
