Beers: Plan to petition to limit spending in Nevada will stand

CARSON CITY - Republican gubernatorial candidate Bob Beers says he'll move ahead with his petition to limit government spending in Nevada even if a judge decides Monday that the limits don't apply to county governments and school districts.

"We will still pick up the state and a large majority of local governments," said Beers, a state senator from Las Vegas. "It would be my opinion we go ahead and perhaps bring an amendment some years down the road."

Carson City District Judge Bill Maddox last Thursday threw out the 200-word explanation that Beers and his supporters drew up for the Tax and Spending Control in Nevada initiative petition, known as TASC.

Beers needs to collect 83,184 valid signatures by June 20 to put the matter before voters in the November election, but can't start collecting names until Maddox approves an accurate 200-word description. The judge will hold a Friday hearing and promised to issue a final order by Monday.

The plan would limit spending by governments to no more than the combined rate of growth of population and changes in inflation as determined by the Consumer Price Index.

State AFL-CIO lawyers who challenged the plan complained that the spending limits can't apply to "all government levels" as Beers stated in the rejected explanation.

The lawyers said the petition states that the limits would apply to local government spending "by cities and counties chartered by the state for three or more years," but only cities are authorized by state charters. Counties are created by general laws passed by the Legislature.

"All they want to do is delay this long enough so we can't gather enough signatures by the June deadline," Beers said of the union.
