Top-five list made for PETT

Johnson new town board member

The Pahrump Town Board greeted its newest member at Tuesday night's meeting in the Bob Ruud Community Center.

Ron Johnson has taken the seat made vacant by Jeanna Howard's resignation. Johnson described himself as a Pahrumpian who enjoys the town tremendously and looks forward to various functions.

Although Johnson is the newest member of the town board, he wasn't one of the names selected by the town board last month. The three names recognized during the application process were Tanya Metaksa, Peggy Warner and Donald Rust. Only one name, Metaksa, made it to Gov. Kenny Guinn's office.

Johnson was sworn in to his position last week at the Town Office.

The Pahrump Town Board took its time Tuesday night selecting a top-five priority list for leftover Payment Equal To Taxes funds.

The Nye County Board of Commissioners has approximately $400,000 left over in PETT funds and requested each community within the county to submit a wish list. Pahrump complied, but was asked to revise and prioritize, since the list was far too long.

Town Manager Dave Richards sent e-mail to each board member, asking for a top-11 list. Only two board members replied to Richard's e-mail. Board member Laurayne Murray stated she didn't reply to the e-mail, only because it gave her the option to discuss her list in front of the public. "I think there's a lot of issues that have to be considered," she said.

Board member Ron Johnson, at his first town board meeting, said he wished the board had an overhead projector so the public could get more involved.

Board Chairman Richard Billman said instead of picking 11 items, the board should narrow it down to five. Before narrowing down the items, Murray had a couple of questions she wanted to ask Financial Director Michael Sullivan. Murray asked if there was a particular formula in choosing which community would get money; County Commission Chairwoman Candice Trummell provided the answer.

Trummell said there was $400,000 left in PETT after the county finished its list. Also, there was an additional $750,000 set aside for miscellaneous projects to consider. The county didn't have a specific formula in order to distribute money.

Murray asked Sullivan when the date to take developer agreement money would be. Sullivan said he believed sometime in September, developers would pay. Murray told the rest of the board it was important to find out in order to narrow the list. Items that fall in the area of the developer agreements could probably be put on hold until September.

Murray asked Matt Luis, head of buildings and grounds, and Fire Chief Scott Lewis about the items on the list pertaining to their respective departments before she narrowed her list down.

Luis said the lights at Honeysuckle Park are "getting very close" to becoming a safety issue. The bolts on the lights are tightened, but always loosen in high winds. Although Luis said there wasn't an immediate danger, all board members agreed it should be high on the list.

Murray made a motion to send the priority list as follows: community center repairs, Honeysuckle lights, Honeysuckle parking lot lights, fairgrounds water rights, and Simkins Park soccer fields.

The motion passed 4-0. Board member Ed Bishop was absent from the meeting.

In other town board news:

€ Board member Paul Willis read a statement into the record during advisory board reports about his disappointment with the Pahrump Valley Fire-Rescue Advisory Board. Willis said since Chairwoman Paula Glidden wrote a letter to the editor of the Pahrump Valley Times, the committee has proven its unwillingness to cooperate with the town board.

Willis said he would like on the next possible agenda to dissolve the advisory board. Murray told Willis his timing for reading the report was inappropriate because he's not the liaison to the advisory board, nor has he attended any of the meetings.

"I don't need to. I can just read about it in the paper," he said.

€ The board approved the placement of an information kiosk next to the community center marquee. The Tourism Advisory Board recently received grant money to build the kiosk, but had to change the plans on where to build several times.

€ Resident Harley Kulkin addressed the board during public comment. He's concerned about Jim Petell, chair of the Public Lands Advisory Board, and how he represents the public. Kulkin said Petell has "a mouth like a toilet" and hoped the board would look into someone else representing the town.
